I don't know (since I haven't checked the software you're using)
whether sending to the IP broadcast address is also sending to the
Ethernet-hardware broadcast address, but it's the latter that matters;
the WOL stuff is below the level of IP. I would -imagine- that any
reasonable IP stack would send IP broadcasts to the hardware broadcast
unless you're deliberately asking for "directed broadcast", but I
dunno in your case.

I'm sure that ether-wake.c with the broadcast flag, sent under Ubuntu
Hoary, -will- wake up the machines that required broadcast, assuming
they hadn't been allowed to boot Breezy since power-on. No direct
experience w/other configurations, but good luck.
