It's possible you could actually see a voltage *increase*, if the  
high-resistance was in the neutral line the total across phase-to- 
phase might stay relatively constant while the phase-to-neutral would  
swing wildly, one side going down and the other up with respect to  
the now floating neutral.

I once had a problem with voltage swings which a chart recorder  
showed to be about every 25 minutes. It turned out that when a  
refrigerator compressor came on the load caused what was 115-115 to  
become 90-135. This was due to a high-resistance neutral lead.

Any abnormality should be investigated. Mysteries are fun to read but  
I wouldn't want one in my electrical system :-)
