It would depend on the mechanisn to lock things down. If it's a firewall, then 
it won't matter because you wouldn't hit it connecting to localhost and then 
all your traffic is encrypted and tunnelled. If it's some paranoid 
configuration or custom application, then chances are they wouldn't permit 
ssh either. If you're referring to KDE's kiosk mode, then I don't know enough 
about it to form an opinion as to obstacles.
