Are you using a recent SVN build? There's been a few issues lately with 
CPU utilisation while they've sorted stuff out.
On my XP2000+ (512MB ram) I run at about 60-70% usage recording from an 
analog capture card, with about 40% in the backend.
I'm recording at about 2600kbps and mp3 at 5 and 44.1kHz.
My SVN build is from early august.

(One thing I did notice is that when I put my ringbuffer on a different 
drive to the mythtv program, the IO-wait dropped about 30%.)
