I have the same problem when I connect the audio from the tv-tuner card to the line-in input of my built-in soundcard. The solution here was to actually connect the audio to the mic-in input of the soundcard (and play with the recording levels a bit). That stopped any crackling, popping, pulsating, etc in the rec. audio.
