Think again. Unless they've changed things recently, what comes with 
the Hauppauge cards is an IR *receiver* not a transmitter. It can't 
control external devices.

I know it's been done, but it's not easy. I can't think of what one 
would Google to find it.

Your best bet might be to use IR but put the box in a place where it 
can't be accessed at all by the youngins. Once the video connections 
are set up, using the remote to change channels on it wont do 
anything useful, anyway, since the video will be routed to your PVR 
box, not the TV.
