My experience with DVB-T in the UK has been that new channels are
allocated the next free chanid which has no resemblance to its actual
Freeview channel number. You can use the channels editor to fix this
if you need to.

This (using mythtvsetup) is the easiest way IME. You could still use
scan from the dvbapps package to generate a channels.conf file and
then import this if you want to.
