Please paste in the exact error output and also the output of
apt-cache policy. Also what's your kernel that is used in KVER? Only
the latest RH kernel is really supported, e.g. 2.6.11-1.27_FC3 for
fc3.

Also include

rpm -q apt atrpms-package-config and
rpm -V apt atrpms-package-config
