These sound like interlacing artefacts, rather than poor signal.
Depending on the quality of the TV Out signal, you may be able to play
interlaced material without problems, but sometimes you will have to
deinterlace the video first before displaying on the screen (try the
bob deinterlace for instance, in the frontend TV Settings setup). This
does add extra processing requirements on playback, but shouldn't be a
problem.
