I've heard good things about the Asus Pundit
(http://www.newegg.com/Product/Product.asp?Item=N82E16856110026)

Small case, and it includes a motherboard, heat sink, and power
supply. You'd still have to add the processor, RAM, hard drive, and TV
capture card.
