Assuming that you're still using the SVideo out.....
Others have reported similar problems with the NV18 TV encoder chip which
appears to ship with most recent Geforce 4 cards.
My Geforce 5200 has an NV34 chip which doesn't seem to suffer the same
problems.
Unless you can fix it with overscan, you may find that the only options are
to replace the card, or take the VGA output into sync convertor and RGB
Scart. This should give the best results, albeit with a little effort.
