trac system to be used for discussions about why Myth works the way it 
does.  That's what the mythtv-user's list is for...

I'm almost willing to guarantee that if Isaac marks a ticket as 
closed/invalid, he doesn't want people to mark it reopened/valid.

As for your question, the logic is that Myth has first choice on which 
tuner to use, and it will use high-priority tuners in preference to 
low-priority tuners.  That way, recordings--which you're infinitely more 
likely to keep than LiveTV (which Myth currently doesn't provide a means 
of saving)--are more likely to be good quality recordings.

So, how do you make it work the way you want? 

If you have multiple tuner cards, you can select the option, "Avoid 
conflicts between live TV and scheduled shows."  If you choose this 
option, LiveTV will use the lowest-priority tuner so recordings--which 
start with the highest-priority and work down to lowest-priority 
tuner--will not boot you from LiveTV until your LiveTV tuner is the only 
one not being used for a recording.
