Don't know about the DVB card as I don't have one...
But is your bttv module loaded with the correct card and tuner numbers? For example my bttv module stuff in /etc/modules.conf is as follows (yours will differ):

alias char-major-81-0 bttv
options bttv card=6 radio=0 tuner=6

 

I am still on 2.4 kernel, so I use /etc/modules.conf. If you have a 2.6 kernel, use /etc/modprobe.conf
