Ehm... not all stations start at the exact time that they advertize.
(And that is an understatement if ever I saw one.)
In my neck of the woods, all commercial stations start 3-5 minutes late as a 
rule (only too bad that rule has some exceptions sometimes)

Or didn't you mean that ?
