If I am not wrong, your mythweb files should be own by own by a user who 
apache has access.
In my case everything in mythweb is own by apache:apache.

|I am running 0.16 and FC2 as per jarods guide.  It used to work, but I
|deleted the mythweb folder one day be accident and I used synaptic to
|'reinstall' the mythweb package.
