This morning I tried this (in a hurry).

Made a file /etc/udev/rules.d/20-dvb.rules (I changed the extension to
'rules' since the other files had that). The file contains only
"dvb/adapter[0-3]*/*:root:mythtv:0666" (without the quotes). Executed
"udevstart" and then "mythtv-setup" and tried to add the TV-card as
DVB unit and the same problem occured "Permission denied"

Have I made something wrong?
