I had this problem with one of my Shuttle boxen and it turned out to be
that the TV-Out was set to NTSC.  Couldn't find a way of switching the
output to PAL under Linux or in the BIOS so installed an AGP card.  It's
a Shuttle SK41G, btw in case anyone's had any success with one...
