I think this is similar to what happened to me a while back. It seems 
that Axel has a guard on his site for bandwidth moochers, so if someone 
connects X times to download in a short amount of time, then him or his 
ISP will auto lock out your IP. In my case, it was a new setup as well, 
so I'm not exactly sure why I got blacklisted, but I did. Search the 
archives for an email from him, grab the email address, and ask him 
nicely explaining what happened. He removed me and I haven't been 
blacklisted again either.

Why this happens, I dunno. You're story sounds similar to mine (although 
I was using yum). I figure it has to be something that causes FC3 to 
fire off some huge number of connections for some reason right after 
installing the kickstart packages, although for the life of me I can't 
imagine where that bug would come from.
