This is normal behaviour for an unpowered VCR as the pass-through 
function of the modulator is an actively powered piece of electronics 
(buffer/amplifier). If you unplug the VCR the pass-through will be 
disabled. The remaining signal is just the 'leakage' of the input to 
output. Just leave the VCR plugged in and all will be fine or when not 
in use just connect the two connectors from the VCR input/output to each 
other.
