Looking at the line beginning 'OSError:...',
and checking for a directory named '/var/cache/yum/base',
the message seems to be correct - there is no directory
named '/var/cache/yum'.

There IS a directory named '/var/cache/yum20',
and there is a directory named '/var/cache/yum20/base/'.
