I just battled this this weekend.
The problem in my case was that when I set the computer's time using the console command "date" or the clock setting in KDE it would save off the /etc/localtime symbolic link to something like /etc/localtime-copy-of. Either recreate the symbolic link, which points to your timezone file in /usr/local ??? or make sure the copy it saved off is correct and rename it.
