I can confirm in the negative. Tuners are either PAL or NTSC only, not both. 
The SVideo and composite inputs can do both no problem, but tuners can not.

Generally, I believe so, but not necessarily. Many dumb frame grabbers are 
cheap, including poor quality tuners. A really good bttv card should 
theoretically be able to give you a picture as good as a PVR-x50. Both the 
non-ivtv and non-pcHDTV cards I've used produced picture quality inferior to 
that of my PVR-x50 cards though.
