This might be more of a linux-tv.org mailing list question but...

I've had success using the dvb-apps from the CVS archive, 
The scanning util is know known as dvbscan i believe. 
Also check your firmware is correct?
I'm using the one from the windows zip file. 
I found this page exceedingly useful at getting mine working
