Your tuner isn't being recognized because you need an upated tuner 
kernel module.   This is the cause of your snow.  Search the ivtv dev 
list for more info on this.  It's been covered quite a bit the last month.

I would first suggest trying the latest ivtv version.  The one you're 
using is quite old and many improvements have been made in the last few 
couple months.
