[mythtv-users] Congress to Make Commercial Skipping Illegal

First, what is the difference between skipping 30 sec of commercials or 
30 sec of Seinfelt. And why should one be illegal and the other legal. 
Otherwise, what's the difference between skipping it i.s.o. zapping to 
another channel? i.m.o. I don't think this could ever be made 
loophole-proof.
