You mean you rebuilt the rpms against xvmc and got better performance?
But the rpms are already built with xvmc, so where is the difference?

nvidia-graphics-devel is required for building only, not
runtime. But anyway could you retest the rpms? If they indeed have
different behaviour than your build, I'd be very puzzled.
