There were several reasons:

o The server got hammered by people with "download accelerators", I
  had IPs (not proxies) with 300 connects! So I build and deployed
  mod_limitipcon ...

o Since the server had a downtime it got upgraded (twice as much CPU
  and RAM as before), and that had the server a couple of hours longer
  off-line.

Now everything should be back to (and better than ;) normal. Unless
the power cabling guys hit a fuse ...

Serving 10MB/sec right now, and one can still browse the package repos
online :)
