Well thanks to Dan M, I've now have a working IR Transmitter...

Here is my setup

PVR350
SCI ATL 2100

lirc 0.7pre4 installed, configured and receiving data and working as a
receiver for the hauppauge 350 remote.

lird 0.7pre2 (renamed remote) configured, installed and correctly sending
data as a Hauppauge remote.  Basically I used the same config file, ran
irw on the first lirc and irsend on 'remote' and lirc recieved it.

the problem is, i'm using the SA2100 and when I use the explorer 2000
config file my cable box does not respond.  I've tried 'frequency 56000',
i've even tried modifying the freq var in remote_sir.c (lirc_sir.c) to
56000, with no luck.  This is my last step, any advice?
