The following command worked for me after an apt-get update:

apt-get install kernel#2.4.22-1.2174.nptl_37.rhfc1.at
kernel-source#2.4.22-1.2174.nptl_37.rhfc1.at

I downloaded the kernel from the ATrpms manually, then installed.  Thats
the only way I got it to install.

Did you try apt-get install kernel-2.4.22-1.2174.nptl_37
