No, you don't need a tuner.  But you do need a MPEG2 encoder, and the one on
the PVR250/350 can only handle one video stream at a time.

  Would a tuner be needed for the component inputs? I understand the need
for a tuner to change channels on the incoming coax (multiple frequencies),
but I have never seen a S-Video connection carry more than one signal
simultaneously - Therefore no tuner. No?
