No, the tuners are not all in the master backend, but all backends will 
listen to what the master tells them to do, like start streaming a file, 
delete a file, start a recording, etc.

No, you don't need to have a centralized file store, although it's 
entirely possible.  I have a master backend with a majority of the 
diskspace in my Myth system; my slave backend/frontend has a 15G drive 
that's not much more than a boot disk.
