I think you're confusing 'oldprogram' with 'oldrecorded'.  'oldrecorded' 
is a record of everything you've recorded, so Myth knows when something 
is a duplicate of something you've recorded in the past.

IIRC, 'oldprogram' is a new table that enables the 'What's New' feature 
(TV->Schedule Recordings->Search Listings->New Titles).  This is a 
handy feature for sifting through the tons of reruns on TV to find 
interesting new shows (not movies) to record.
