Hrmm.. One problem with a 'recommendations' type scheme is that you also
have multiple users.. So if my kid watches a lot of Barney and I watch a lot
of Stargate... You get the picture.. Of course, you could compare by genre,
but the potential exists. (Especially if you have different users who like
different programs in the same genre. Then the whole thumbs-up thing becomes
just sorting by genre.)

Just my random mumblings..

The real benefit that I see would be aggregation of the data and
recommendations based on your tastes in show. You would need some type of
unique identifier for each person who submitted data so the system would not
have duplicate copies of an individuals data. Of course this could be a
randomly generated ID that would get entered in the settings submission
program.

The user stuff would just be a way for the system to recommend shows to
record based on what shows your already recording. If you went with the
random generated Identifier, you could use that to keep track of who was
who. Problem with randomly generated id's is that users tend to forget what
their ID.

It would be possible to create a search based recommendation. You go to a
site and say "I Iike XYZ" and it would respond with " You should try ABC,
DEF, etc" This could be a completely anonymous action, but would only work
if you had some people willing to give up the anonymity to populate the
database.
