First of all, these questions have been covered many times and a simple
search of the archives will provide a wealth of information. Now to your
questions :)

Myth supports all of these goals. The channel information is available via
'mythfilldatabase' for most canadian providers. Yours should not be a
problem. Channel change support depends on what hardware you have for the
task. Search the archives for discussions on your specific brand/model.

Recording two programs or watching one while recording another requires two
capture cards. It cannot be done using two different inputs on the same
card. PVR series cards are not required but should you choose them the
difference between the 250 and 350 is the 350 has tv-out and the 250 is
capture only. Last time I looked at the 350 there were a number of issues
with video driver stability. My recomendation is two PVR250's and a nVidia
graphics card with support for tv-out. I personally have had good luck with
nVidia's pro series.
