Thanks for your help. I got it working. I still had negative voltage
coming out the serial port after testing the changes to the
modules.conf, so adding the above lines to the rc.local was all it took
to get it working with positive voltage out for the vcc.

Since I was using the DirecTv Tivo series 1 remote, most of the keys
worked with the tivo34 config files that are floating around, however I
had to use irrecord to get new values for my Tivo and Menu buttons to
get them working. 

One thing that I did not see in the man page for irrecord that took me
a while to figure out was how irrecord renames your input config file
with the new values you recorded. To get irrecord to record correctly, I
copied my lircd.conf file to TEST. After running the command

irrecord TEST

and recording my remotes key presses, irrecord outputs its new
lircd.conf file named TEST.conf. All I had to do then was copy the keys
that I needed back to my original lircd.conf, do a 

/sbin/service lircd restart 

and I could see my previously unworking keys with the irw command.
