I'm not quite sure what the problem is, but I ran into a few issues
recently while building my transmitter.
The first pair of IR LEDs I bought apparently emitted the wrong
frequency of light to work with any of my equipment. I got another set
of 940nm LEDs, dropped them into the same circuit, and they worked
perfectly. Since your transmitter apparently works, I wonder if maybe
the Echostar operates on a slightly different wavelength. (Although
that wouldn't explain why your learning remote would work).
Also, while testing my transmitter against my DVD player, I noticed that
rc's SEND_ONCE option wasn't enough to get the player to respond: the
same code has to be repeated a few times for it to notice.

which suggests blocking out room light and moving the transmitter LEDs right
up against the receiver might help. If none of this helps, I'd suggest
googling for "echostar 2700" and "ir led" or "ir blaster" - it looks
like others have had problems, even with commercial hardware.
