[ NOTE: the following is for a PVR-250/350.  I don't know how the
  numbers change for other encoder cards, like your WinTV Go.  Sorry.  ]

     I'm not sure if you can get the disk space usage down to the level
of Tivo basic quality, while still maintaining at least Tivo basic
quality image quality (I hope that makes sense ;-).  If I crank the
mythtv quality settings down to ~1GB/hour (~2200kbps, I think), I get
nastier artifacts (IMO) than those from Tivo basic quality.

     "Watchable quality" is, unfortunately, highly subjective.

     Why don't you try various settings, and decide what you like?
Start with 2200 and go up from there (as you're happy with Tivo basic
quality, don't go above 4400 (~2-2.5GB/hr) or so, as I think that's
somewhat similar to Tivo high quality).
