prev/next are defined as being the commercial skip keys.  They don't apply
to the cutlist.  When you have a cutlist, auto-commercial skip is ignored,
but you can still use the prev/next keys to do manual skip.  It might make
sense to have the prev/next goto the prev/next cutpoint when a cutlist
does exist, but I'd have to think about that a little.
