That's incorrect.  Certain earlier versions of the PVR-250 _did_ have an 
onboard MPEG-2 decoder.  There's just no way to use it since the 250 
doesn't have any video-out capabilities.  And the ivtv driver doesn't do 
anything with it either on the -250 (like making decoded frames 
available internally), so right now it's just sitting there.
