This is a known issue with the Hauppage firmware.  It seems to be some sort
of grounding issue with the input signal.  The solution to this that I am
currently using is to set up a cron job to set your signal input from the
one you are using to another, and then back again.  To do this, just call
test_ioctl with the appropriate parameters.  I am not running a very current
version of ivtv, so newer versions may not have this issue.  I have also
noticed that when running the pvr-250 at max resolution and bitrate, the
bars do not seem to crop up.
