My understanding of commercial detection is very rudimentary and 
over-simplified. Basically you pick some method for guessing where commercial 
breaks might be taking place, such as frames that are entirely black, perhaps 
coinciding with abrupt scene changes. Then, you mark all these in a program 
and make assumptions based on their length or relative location to guess at 
their content. In the US, any segments that are very close to 30 or 60 
seconds are very possibly commercials, and you can build a cutlist to mark 
sequences of commercial-length segments. Obviously, this has to be done 
_after_ the program is recorded, since you can't measure the length of a 
commercial until you have both ends. :)

If you know of method to look into the future and know that the video you 
haven't recorded yet is a commercial, please do tell! ;)
