It allows Myth to sync with the vertical retrace.

Yes, switching to 4363 will likely fix the problem.  (I'm assuming you 
have the VGA output turned off in your X config and are only using the TV 
output?  I think if you have them both turned on then Myth will sync with 
the monitor's refresh instead of the TV, which will cause tearing on the 
tv).
