In the US, a great sources is www.nws.noaa.gov
(National Weather Service).  More complete forecasts,
predictions at 3-hour intervals, all kinds of maps. 
No, I'm in no position to code the parser but if
someone's motivated and capable I'd recommend a look
at the site.  Being a government site, they're very
unlikely to object.
