Wait, when did this happen?  The FCC regulation I remember explicitly 
left OUT satellite providers, and only applied to cable providers who 
were providing HD content (meaning, if you had a normal digital, non-hd 
box, they didn't have to provide it, but did if you were paying for HD 
content).
