If I understand the data structure correctly, and I think I do, then
yes, there does seem to be a need for an additional level of
indirection.  I suspect the best way to handle it is to assume that
callsigns unambiguously identify program sources, and allow bumping a
program to a channel on another Video Source with the same Callsign.

I'm not familiar with the codebase (yet :-), so I'm not sure how hard
that would be.

This *might* require manual massaging of the channel table to get
callsigns matched, depending on the sources of your channel data.
