In any case, a PCI riser card 'rises' only one PCI slot.  You cannot put a 
two-slot risercard in one slot and expect both slots to work then. PCI isn't 
designed that way.  You'll note that with two-slot risercards there always is 
a small daughterboard that must go in another free PCI slot.

So yes, one PCI slot is all you'll have.
