This is correct.  Only one X server at a time can drive the video card, 
regardless of how many 'heads' it has.  You might be able to use Xinerama to 
manage multiple displays, depending on what you want to do.  There is also a 
patch floating around on the 'net somewhere (I don't have the link) by 
someone who patched XFree86 so that, if you have 2 video cards, you can run 2 
separate X servers, each with its own mouse & keyboard (the second X server 
has to use USB mouse/keybd).
