Just for information, the DVD standard supports 3 main stream standards: D1, 
1/2 D1, and SIF. These are ALL the allowable resolutions for a compliant DVD:

MPEG-2, 525/60 (NTSC): 720x480, 704x480, 352x480, 352x240
MPEG-2, 625/50 (PAL): 720x576, 704x576, 352x576, 352x288
MPEG-1, 525/60 (NTSC): 352x240
MPEG-1, 625/50 (PAL): 352x288

MPEG-2 maximum bitrate is 9.8 Mbps
MPEG-1 maximum bitrate is 1.856 Mbps

For any given bitrate, reducing the resolution increases the bits per pixel. 
It's generally accepted that 352x480 at 2.5Mbps is equivalent quality to SVHS, 
and 352x240 at 1.2Mbps is equivalent to VHS. Of course, quality of the encoder 
and signal source matter a LOT.

Of course, I'm only mentioning video standards here, not audio standards.
