Damon,
I too had problems with the remote when running kernel
2.4.
A google search with the keywords: nova-t remote
should bring up some info.
I suspect you may find it more helpful to post a
question on linuxtv as this is a driver related
problem.
I have the nova-t card which comes with a remote
running on kernel 2.6-mm1 on gentoo.
Inorder to get this running,
I changed budget and budget-ci
as in the posts:

and the keymaps as
http://www.linuxtv.org/mailinglists/linux-dvb/2003/08-2003/msg00499.html
even then the keys don't map correctly and half of
them don't work.
You have to load budget and budget-ci modules.
Currently, I'm using the program evtest to see if I
can correctly map the keys.

I can get the card
working with both the DVB and dvb-kernel drivers (on
kernel 2.4.22).
