I remember having this problem too, once, I think with vcr/avifile, or
maybe mencoder. It turned out to have resulted from a typo ... I entered
the frame rate as 29.93 instead of 29.97, and the app converted this to 29.
I infer that typical coding (or perhaps the bttv driver itself) treats the
frame rate as an integer, except for the special case that exactly matches
the NTSC frame rate.
